Scope of Katalog

Katalog is aimed at systematic documentation of the usurpation of state power and political repression in modern Russia.

Within the project, usurpation of power is understood as the unlawful appropriation of powers and the holding of power, authority, or rights belonging to another person or body.

In Russia, usurpation of power is carried out, among other things, through the following:

  • Failure to address violations during elections and referendums;

  • Falsification of the results of elections and referendums;

  • Abolition of direct election for heads of federal subjects;

  • Extension of time in office;

  • Subordination of the legislative and judicial authorities to the president (violation of the principle of separation of powers).

Within this project, political repression is understood as the systematic use by the state of legal, administrative, judicial, and other mechanisms aimed at suppressing dissent, as well as a real or perceived political threat to the regime.

Such practices include, among other things:

  • Adoption and application of regulatory legal acts restricting the rights and freedoms of individuals and citizens;

  • Politically motivated administrative and criminal prosecution followed by sanctions;

  • Extrajudicial pressure on individuals or their relatives (searches, interrogations).

When defining these phenomena, Katalog also relies on the methodological approach of the partner project «100 Days after Putin». Within this approach, political repression and state terror are viewed as systemic and institutionalized practices carried out through a combination of legal acts, law enforcement, and the actions of specific officials, which makes it possible to analyze them as a single mechanism.

What data does Katalog collect?

What data does Katalog collect?

Katalog collects and structures data relating to the usurpation of power and political repression. The database includes:

  • officials involved in the legislative process and the application of repressive laws;

  • documents recording such involvement and application.

In particular, the database includes:

  • legislative materials (draft bills, explanatory notes, official reviews, opinions, amendments, voting results, enacted laws);

  • subordinate regulatory acts (decrees, orders, resolutions, directives, regulations, registers);

  • decisions of the Constitutional Court;

  • materials from administrative and criminal cases;

  • decisions of courts of general jurisdiction;

  • other legally significant documents.

  • official websites of government agencies and public registries;

  • court websites and government judicial databases;

  • documents provided to us by victims, their representatives, lawyers, and partner organizations.

Katalog uses a combined approach:

  • Automated collection:

    • data extraction using parsers and other software;

    • regular automated updates of datasets.

  • Manual collection:

    • working with complex and unstructured materials;

    • integration of data from non-public sources;

    • clarifying the context and relationships between people and their actions.

This approach makes it possible to process large datasets while maintaining control over their accuracy and completeness.

Data processing is carried out using automated and manual tools.

It includes:

  • extracting relevant information;

  • identifying officials and their roles;

  • establishing links between persons, actions, and documents.

Data storage and protection

Data storage and protection

Data are stored in a secure infrastructure using modern technical and organizational measures. In particular, the following are used:

  • data encryption at rest and in transit;

  • access rights segregation;

  • access control only for authorized project participants;

  • regular security procedures.

Data obtained from non-public sources are processed in compliance with confidentiality requirements. Such data are published only:

  • with the consent of the affected individuals;

  • in exceptional cases, with the consent of other individuals or organizations that provided the materials.

The significance of including officials in Katalog

The significance of including officials in Katalog

Inclusion of an official in Katalog means that the project has documents documenting their participation in specific actions related to the usurpation of power and/or political repression. This does not mean:

  • establishing legal guilt;

  • determining the extent of responsibility.

Katalog does not perform the functions of investigative or judicial bodies. The project is intended to systematize data and present information that may be used by third parties for analysis, investigations, and legal assessment.
